Declares abandoned, derelict, and sunken vessels as public nuisances subject to removal from South Carolina waters

Establishes definitions and timelines: abandoned vessels (no visible identifier, 10 days after notice) and derelict vessels (has visible identifier, 21 days after notice) must be removed or face disposal by any person

Creates misdemeanor penalties of up to $10,000 fine and/or 60 days imprisonment for causing a vessel to become abandoned or derelict, or for intentionally/recklessly sinking a vessel

Allows any person who removes and disposes of an abandoned, derelict, or sunken vessel to recover removal costs, attorney's fees, and court costs from the responsible party through civil action within three years

Requires the Department of Environmental Services to develop a website and application for law enforcement and the public to report wrecked, junked, or sunken vessels
