Authorizes the South Carolina Department of Motor Vehicles to issue digital driver's licenses, beginner's permits, and identification cards that conform to American Association of Motor Vehicle Administrators and International Organization for Standardization standards

Digital credentials are legally equivalent to printed credentials, but acceptance remains at the discretion of businesses, government entities, and individuals receiving them

Prohibits law enforcement from searching information on a mobile device presented for license verification without a search warrant or express consent from the device owner

Requires digital credential verification to be performed electronically without requiring the holder to hand over their mobile device to the verifying party

Takes effect upon Governor's approval
