Defines "medium speed vehicle" (MSV) as a four-wheeled motor vehicle with speeds between 20-45 mph and gross vehicle weight under 5,000 pounds

Restricts MSV operation to highways with posted speed limits of 45 mph or less, though MSVs may cross higher-speed highways at intersections

Requires MSV operators to be at least 16 years old with a valid driver's license, registration card, and proof of insurance

Allows low speed vehicles to be retitled as medium speed vehicles if at least 55 inches wide, fully enclosed, and/or assembled in South Carolina

Authorizes local governments and the Department of Transportation to prohibit MSV operation on specific roads for safety reasons

Takes effect three months after the Governor's approval
