Establishes an appeal process requiring individuals to request a hearing within 5 business days, with the transit authority board holding a hearing within 10 business days of the request

Grants jurisdiction to municipal and magistrates courts for violations and allows any state or local law enforcement officer to enforce the provisions within their jurisdiction
