Requires school bus operators to report to the Department of Education within 24 hours when a vehicle fails to stop while amber signals are actuated, and to retrieve and store video evidence

Authorizes the Department of Motor Vehicles to suspend vehicle registration for outstanding judgments related to passing a school bus, with suspension remaining until the judgment is satisfied and a $50 reinstatement fee is paid

Provides defenses including stolen vehicle, leased vehicle (liability transfers to lessee), and proof that the cited owner was not the owner at the time of violation
