Restricts the use of automatic license plate reader (ALPR) systems to law enforcement agencies, parking regulation, controlling access to secured areas, crime prevention/public safety efforts, and toll collection by the Department of Public Safety and Department of Transportation

Makes it a misdemeanor to obtain license plate reader data under false pretenses or for unauthorized purposes, punishable by up to $1,000 fine and up to 2 years imprisonment

Requires law enforcement agencies to adopt public written policies governing ALPR use, including supervisory oversight, training protocols, data access rules, and audit processes

Limits law enforcement retention of license plate reader data to 90 days unless part of an ongoing investigation, and prohibits governmental entities from selling the data

Requires the Department of Transportation to establish a permitting process for installing cameras on non-interstate highway rights-of-way
