Authorizes the Department of Motor Vehicles to develop an "Electronic Driver's License System" allowing residents to present a valid driver's license via smartphone or portable electronic device instead of a physical card

Electronic licenses must be accepted as valid identification by law enforcement officers and sellers of alcoholic beverages

Displaying an electronic license does not grant law enforcement consent to access any other content on the person's electronic device

DMV must disable, suspend, or terminate a person's electronic license participation if their physical license is cancelled, revoked, or suspended, or if they report their device lost or stolen

DMV may contract with outside entities to develop the system and create a mobile application for accessing electronic license images
