Replaces "sponsor" with "authorizer" throughout South Carolina charter school law and expands the definition to include nonprofit associations directly affiliated with public or independent institutions of higher learning.

Requires charter schools to post annual budgets and audits on their websites, notify authorizers of management organization contracts, and prohibits employing teachers whose certificates have been suspended or revoked.

Mandates authorizers adopt policies ensuring good governance and accountability, post charter applications and their own budgets on websites, and subjects authorizers to state ethics laws, procurement codes, and Legislative Audit Council audits.

Limits statewide authorizers to retaining 2% of total state allocations for oversight costs, with additional services offered separately and voluntarily to charter schools.

Allows the Governor to vacate seats of authorizer or charter school governing board members who are indicted for crimes, and permits removal for chronic unexcused absenteeism or medical incompetency/incapacity.
