Expands the definition of "self-administered hormonal contraceptive" to include drugs dispensed by pharmacists (not just prescribed), and explicitly excludes intrauterine devices (IUDs) and pregnancy termination drugs

Allows pharmacists to dispense hormonal contraceptives pursuant to written joint protocols established by the Board of Medical Examiners and Board of Pharmacy, in addition to the existing standing order requirement

Permits pharmacists to provide hormonal contraceptives to patients 18+ or to emancipated minors under 18 who have evidence of a previous prescription

Requires the Board of Medical Examiners and Board of Pharmacy to issue written joint protocols authorizing pharmacists to dispense contraceptives either under standing orders or without standing orders when following the joint protocols
