Expands protection for historical monuments and memorials on public property to include colonial wars, any armed conflict involving South Carolinians, and monuments named for public figures, commemorated events, or any historical facts, prohibiting their relocation, removal, alteration, or renaming

Requires the State Treasurer to withhold all Local Government Fund disbursements from any county or municipality that violates monument protection provisions until the violation is corrected

Grants any person, firm, group, or corporation the right to bring civil action to prevent or remedy violations, including recovery of restoration costs and attorney's fees, without requiring proof of personal injury to establish standing

Directs the Department of History and Archives to create regulations allowing "affinity organizations" (heritage or historical groups) to maintain, restore, and replace monuments and memorials

Prohibits counties, municipalities, school districts, and other political subdivisions from transferring ownership of land underneath monuments or land necessary to view or access protected monuments to private entities
