Expands protection to monuments and memorials from colonial wars, any armed conflict involving South Carolinians, and all historical monuments on public property, prohibiting relocation, removal, disturbance, or alteration.

Prohibits renaming or rededication of streets, bridges, parks, structures, and other public areas named for historic figures, events, or commemorations, including associated plaques, markers, and QR codes.

Requires the State Treasurer to withhold all Local Government Fund disbursements from any county or municipality that violates monument protection provisions until the violation is corrected.

Grants any person, firm, group, or corporation standing to bring civil action without showing personal injury, seeking injunctive relief, declaratory relief, damages, attorney's fees, and restoration costs.

Prohibits political subdivisions from transferring real property underneath or necessary to access monuments to private entities, and directs the Department of Archives and History to establish regulations for affinity organizations to maintain and restore monuments.
