Recognizes and honors Major James Capers Jr., a native of Bishopville, South Carolina, for his extraordinary heroism and lifetime of service to the United States Marine Corps

Acknowledges Major Capers as the first African American to lead a Marine Reconnaissance company and to receive a battlefield commission, overcoming segregation and discrimination

Highlights his actions during the Vietnam War in 1967 near Phu Loc, where he led "Team Broadminded" and continued fighting despite severe shrapnel and bullet wounds to protect and evacuate his fellow Marines

Notes that despite receiving the Bronze Star and Silver Star, previous attempts to upgrade his commendation to the Medal of Honor have not been approved

Urges the President of the United States to award Major Capers the Medal of Honor and directs copies of the resolution be sent to the President, Secretary of Defense, Marine Corps Commandant, and South Carolina's Congressional delegation
