Establishes a formal nuisance alligator program requiring the Department of Natural Resources to receive complaints on a prescribed form, investigate using established indicators (size, aggression, location near structures), and verify threats before approving removal

Creates "nuisance alligator hunter" designation for individuals selected by the department who demonstrate training and skills to identify and remove problem alligators; hunters with prior alligator violations are prohibited from participating

Requires captured nuisance alligators to be relocated to department-approved natural habitats when possible, or euthanized following American Veterinary Medical Association guidelines if relocation poses risks to existing populations or the alligator

Mandates biannual reporting by nuisance alligator hunters on the number and location of alligators trapped, relocated, and killed, including euthanasia methods and disposal locations

Removes existing "alligator control agents" provision from current law and replaces it with the new nuisance alligator hunter framework under depredation permits
