Honors Pat Gibson-Hye Moore (June 16, 1952 – January 2, 2025), a Florence City Council member who served on multiple boards including the Florence Housing Board, Transportation Commission, and School District Board from 1995-2016

Recognizes her work addressing homelessness, including support for Hope Village, a tiny house community providing housing for homeless individuals

Credits her with founding the South Carolina Pecan Festival in 2003, which became one of the Pee Dee Region's largest cultural events generating millions of dollars for downtown businesses

Acknowledges her founding of the East Florence Community Organization and leadership in developing the Pearl Moore Basketball Gymnasium to serve impoverished neighborhoods
