Requires retired judges and justices seeking appointment by the Chief Justice to be reviewed by the South Carolina Judicial Merit Selection Commission every two years instead of every four years to verify qualifications for continued judicial service

Exempts retired judges from additional review if they retired within two years before the expiration of their term, until that term would have expired

Adds a new requirement that retired judges must receive majority approval from the General Assembly in a joint session vote before the Chief Justice can appoint them to serve

Takes effect upon approval by the Governor
