Establishes the Office of Parental Rights within the Governor's executive office to investigate allegations that state or local officials have violated parental rights, with referral to solicitors or the Attorney General if criminal activity is discovered

Prohibits the state and political subdivisions from infringing on parents' fundamental rights to direct their minor child's upbringing, education, health care, and mental health care unless the government demonstrates a compelling state interest using the least restrictive means

Grants parents specific rights including directing education, moral and religious training, accessing all school and healthcare records, and making healthcare decisions (except in life-threatening emergencies)

Authorizes the office director to administer oaths, take depositions, and issue subpoenas for witnesses and documents during investigations of parental rights complaints

Requires violators to implement remedies directed by the office if a violation is found, with final office actions subject to judicial review
