Establishes budgetary penalties for state boards and commissions, as well as boards and commissions of political subdivisions (including school districts), if any member fails to take the constitutional oath of office

Requires the State Treasurer to withhold all direct funding from any board or commission with a member who has not taken the required oath under Section 5, Article VI of the South Carolina Constitution

Prohibits affected boards and commissions from receiving any indirect funding appropriated in the general appropriations act

Takes effect upon approval by the Governor
