Requires public entities in South Carolina to include a "Buy American" provision in contracts for public works projects, mandating that any iron or steel products permanently incorporated be produced in the United States (all manufacturing from initial melting through coatings must occur domestically)

Allows exemptions when US-produced iron or steel is unavailable, of unsatisfactory quality, would increase project costs by more than 25%, or when compliance conflicts with public interest

Permits minimal use of foreign steel and iron if materials are incidental, not separately identified in specifications, and cost no more than 0.1% of total steel/iron costs or $2,500 (whichever is greater)

Exempts electrical components, equipment, and systems (except transmission/distribution poles) from the US-produced requirement

Does not apply to Department of Transportation contracts already subject to federal Buy America requirements under 23 C.F.R. 635.410
