Removes eminent domain powers from private, for-profit pipeline companies, including publicly traded companies, that are not classified as public utilities under South Carolina law

Amends Section 58-7-10, which currently extends eminent domain rights granted to telegraph and telephone companies to pipeline companies

Excludes affected pipeline companies from using condemnation procedures outlined in Chapter 2, Title 28 of the S.C. Code

Takes effect immediately upon the Governor's approval
