Narrows the definition of "qualifying expenses" for Education Scholarship Trust Fund (ESTF) scholarships by limiting education classes to those designed to supplement learning at an eligible school, rather than standalone instruction

Removes the broad category allowing "any other educational expense approved by the department to enable personalized learning" from qualifying expenses

Requires parents to certify that their child is not participating in any home-based personalized learning program not specifically approved by the State Board of Education

Eliminates the provision that a parent's signed agreement under the ESTF program satisfies South Carolina's compulsory attendance law requirements

Takes effect upon approval by the Governor
