Amends Section 7-7-10 to allow county boards of voter registration and elections to establish polling places outside precinct boundaries if no suitable location exists within the precinct, with approval from a majority of the county legislative delegation

Polling places located outside a precinct must be within five miles of the precinct boundary unless the State Election Commission executive director grants a waiver

Increases the threshold for reporting oversized precincts from 1,500 to 3,000 registered electors, removing the requirement that precincts exceeding the limit must be subdivided

Allows municipalities with populations under 3,000 to establish a single polling place for all municipal elections by ordinance

Repeals Section 7-7-730 and takes effect upon Governor's approval
