Expands the definition of "authorized emergency vehicle" to include vehicles responding to an "emergency scene" rather than just a "traffic incident"

Requires drivers approaching a parked law enforcement vehicle within five feet of a roadway that is conducting a traffic stop and displaying warning lights to either move to a lane farther from the vehicle or slow down

Drivers on multi-lane roads must change lanes away from the stopped law enforcement vehicle when it is safe to do so

Drivers on single-lane roads or when unable to safely change lanes must reduce speed and be prepared to stop until completely past the law enforcement vehicle

Takes effect upon Governor's approval
