Raises the points assessed against a driver's record for disobeying a traffic-control device from 4 points to 6 points

Adds a new explicit penalty provision to Section 56-5-950, which requires drivers to obey official traffic-control devices unless directed otherwise by a police officer

Takes effect upon approval by the Governor
