Redefines "Director" in bail bondsman regulations to mean the Chief of the South Carolina Law Enforcement Division (SLED)

Removes the Department of Insurance from enforcement authority over bail bondsmen and runners

Transfers enforcement responsibility to clerks of court and SLED, who will jointly administer the bail bondsmen chapter

Authorizes the director to promulgate regulations, hire employees, examiners, investigators, and other assistants as needed

Takes effect upon approval by the Governor
