Exempts emancipated minors, married minors, minors who have borne a child, and homeless minors without a responsible adult from the consent requirement

Allows prescriptions without parental consent when treating conditions arising from suspected child abuse or neglect committed by the person responsible for the minor

Permits prescription refills without additional consent if the original prescription complied with or was exempt from these requirements
