Authorizes courts to require defendants be transported for emergency psychiatric evaluation or to seek medical treatment upon release as a condition of bond based on officer observations

Requires arresting law enforcement agencies to provide courts with the officer's direct observations concerning a defendant's mental condition as part of bond hearing information

Removes the previous limitation that restricted full cash bond requirements to defendants who committed firearm offenses while already out on bond
