Creates the Healthy Mother and Healthy Newborn Ombudsman Office within the Department of Public Health to assist parents during pregnancy and infancy with accessing state programs and services.

Requires the ombudsman to maintain records of assistance programs, make referrals, act as a liaison between parents and programs, and investigate written complaints from parents seeking services.

Mandates the ombudsman produce brochures describing available services that must be distributed to all obstetricians, who must provide them to pregnant patients, and displayed at county health offices.

Amends existing law to replace terminology "embryo or fetus" with "preborn human" in materials provided to women prior to abortion procedures.

Requires published materials for pregnant women to include websites and email addresses in addition to phone numbers for agencies offering pregnancy assistance, adoption services, and free ultrasounds.
