Law enforcement officers must activate audio and video recording equipment upon detaining a person based on reasonable suspicion

Officers must inform detained individuals that they are being detained, the reason for the detention, and when they are free to leave

Statements obtained from a detained person prior to arrest are inadmissible in court if the officer fails to provide the required information

Adds new Section 17-13-55 to Chapter 13, Title 17 of the South Carolina Code of Laws

Takes effect upon approval by the Governor
