Expands eligibility for commercial advertisement bench permits from the Department of Transportation to include political subdivisions, in addition to regional transit authorities and public transit operators

Removes the requirement that benches must be located at the applicant's bus stops, allowing placement anywhere within public road rights-of-way that meets federal requirements

Eliminates the July 1, 2010 expiration date for permits, making them valid indefinitely

Maintains the $25 permit application fee charged by the Department of Transportation
