Increases the minimum sentence for first degree sexual exploitation of a minor from three years to five years imprisonment, with a maximum of twenty years.

Raises the minimum sentence for second degree sexual exploitation of a minor from two years to three years imprisonment, with a maximum of ten years.

Establishes tiered penalties for third degree sexual exploitation (possession) based on image count: up to 10 years for 1-25 images, 1-10 years for 26-250 images, and 2-10 years for more than 250 images.

Adds a mandatory five-year minimum sentence enhancement for any of these offenses if the defendant is already a registered sex offender.

Maintains that minimum sentences cannot be suspended and offenders are ineligible for parole until the minimum term is served.
