Prohibits state department heads from establishing restricted leave periods during which employees are barred from taking annual leave

Prohibits local school districts and charter schools from establishing restricted leave periods for employees or including such restrictions in employment contracts

Applies the same prohibition to instructional personnel at the South Carolina School for the Deaf and Blind, preventing annual contracts from containing restricted leave periods

Amends existing leave policies in Section 8-11-610 (state employee annual leave) and Section 59-25-47 (school district leave payments)

Takes effect upon approval by the Governor
