Creates the "Prohibition of Sanctuary Jurisdictions Act" which defines sanctuary jurisdictions as political subdivisions that prohibit sharing immigration status information or complying with Department of Homeland Security detainer requests

Prohibits state funds from being allocated to any jurisdiction determined by a court to be a sanctuary jurisdiction, and requires return of state funding plus a civil penalty of $5,000 to $25,000

Waives sovereign immunity for sanctuary jurisdictions, making them liable for actual and punitive damages from acts committed by unauthorized aliens within their boundaries

Requires SLED to publish an annual Immigration Compliance Report by December 31st, with the State Treasurer withholding Local Government Fund disbursements from non-compliant counties and municipalities

Mandates that illegal aliens detained by state or local law enforcement cannot be released into the community and must be held until transferred to U.S. Immigration and Customs Enforcement, regardless of the offense charged
