Provides legal immunity from criminal and civil liability for motor vehicle operators who unintentionally cause injury or death while fleeing from a mob or riot

Requires the driver to have a reasonable belief that fleeing was necessary to protect themselves from serious injury or death

Requires the driver to have exercised due care under the circumstances at the time of the incident

Creates a civil cause of action for actual and punitive damages against individual rioters and organizations that participated in or financed events resulting in a mob or riot that caused injury or death to someone fleeing

Adds Section 16-5-135 to the South Carolina Code of Laws, effective upon Governor's approval
