Defines "funding entity" as any individual, corporation, partnership, or nonprofit that funds or provides material support with intent to instigate, aid, or participate in a riot

Expands riot penalties to include funding or providing materials, with felony charges (up to 5 years imprisonment and $1,000 fine) for riots that resist law enforcement, involve weapons, or involve disguised participants

Makes funding entities solely liable for property damages when they provided materials to or for a mob or riot

Authorizes the Attorney General and solicitors to pursue asset forfeiture proceedings under Section 17-25-322 against funding entities that violate riot laws

Permits law enforcement officers called to duty by the Governor for riots to use dye or paint to mark and identify individuals who may be charged with riot-related offenses
