Allows named account holders of a missing person's telecommunications device to request location information, call records, and data usage from wireless service providers after filing a missing person report

Wireless providers must verify the requestor is the account holder and confirm an active missing person report exists, then provide information within 30 days to both the account holder and law enforcement (unless law enforcement requests withholding from the account holder)

Requested information is limited to 12 hours before the disappearance through the date of the request, and providers must retain records of all requests for 3 years

Criminal penalties for misuse: first offense $500-$1,000 fine and/or 30-90 days imprisonment; second or subsequent offense $1,000-$3,000 fine and/or 90 days to 2 years imprisonment

Requires the State Law Enforcement Division to provide recommendations to the General Assembly by January 1, 2027 on ways to aid law enforcement in missing persons cases
