Prohibits the sale, distribution, or provision of nitrous oxide and nitrous oxide products in South Carolina, with exceptions for licensed medical facilities, commercial food/beverage businesses, automotive businesses, industrial/manufacturing operations, research facilities, and government agencies.

Bans all flavored nitrous oxide products and prohibits possession, sale, or marketing of nitrous oxide for recreational inhalation purposes.

Limits personal purchases to one case (maximum 24 cartridges of 8 grams each) per day for home culinary use, and requires automotive nitrous oxide to be mixed with sulfur dioxide as a fuel additive.

Establishes criminal penalties for violations: first offense up to $1,000 fine and/or 6 months imprisonment; second offense up to $5,000 and/or 1 year; third or subsequent offense up to $10,000 and/or 3 years.

Requires sellers to verify purchaser eligibility, maintain records for at least two years, and comply with age verification requirements for online sales, including third-party verification and signature upon delivery.
