Establishes employment requirements for the Childcare Assistance Program (CCAP), requiring applicants to work an average of 20 hours per week, or 40 hours combined for two-parent households with at least 5 hours each.

Sets income eligibility at 85% of State Median Income, with certain income sources excluded such as SNAP benefits, educational grants, foster care payments, and kinship care payments.

Creates special eligibility categories for homeless applicants, teen parents in high school or GED programs, foster parents, and childcare workers employed at licensed centers or registered family childcare homes.

Allows childcare assistance for applicants enrolled in certified trade schools or accredited colleges/universities for up to 60 months, provided they maintain good academic standing and at least 6 credit hours.

Requires children to be under age 13 (or under 19 if disabled or court-supervised), immunized, and U.S. citizens or qualified immigrants residing in South Carolina.
