Defines "candy" as sugar-based preparations with chocolate, fruits, or nuts, but excludes protein bars, granola bars, baking ingredients, and bakery products like cookies and cakes

Defines "energy drinks" as beverages with at least 65 milligrams of caffeine per 8 fluid ounces marketed for energy, excluding coffee and tea-based drinks

Exempts milk-based beverages, drinks with at least 50% natural fruit/vegetable juice, infant formula, sports drinks, carbonated water, and medical nutrition beverages from the restrictions

Implements a USDA-approved demonstration waiver granted on approximately December 10, 2025, and requires the state department to take steps to extend or reapply for the waiver as needed
