Defines "person" under South Carolina homicide and assault laws to include an unborn child at every stage of development from fertilization until birth.

Extends equal protection under state homicide and assault statutes to unborn children who are victims of such crimes.

Provides a defense for a pregnant mother if she was compelled to act by threat of imminent death or great bodily injury.

Exempts from criminal liability unintentional deaths resulting from life-saving medical procedures for the mother or spontaneous miscarriages, and protects licensed healthcare providers from prosecution for mistakes or unintentional errors.

Grants both solicitors and the Attorney General concurrent authority to prosecute cases involving unborn child victims, and allows compelled testimony with immunity for witnesses except in perjury cases.
