Requires electric service providers to impose additional terms on commercial data centers with peak demand of 100 megawatts or greater, including 15-year minimum contracts, collateral requirements, and payment of all unrecovered costs if service is terminated early

Mandates the Public Service Commission approve cost-effective demand-side management programs and sets energy efficiency targets at 0.66 percent of total retail sales by May 15, 2027

Requires public utilities to provide written notice via certified mail to property owners at least 60 days before filing permits for energy infrastructure projects that may involve eminent domain, and hold public meetings within 30 days of filing

Eliminates or restricts several sales tax exemptions for data centers, requiring taxpayers to have entered fee-in-lieu agreements by May 30, 2025, or been certified by the Department of Commerce by May 30, 2030, to qualify

Requires commercial data centers to report annual surface and ground water usage to the Department of Environmental Services by January 31, with civil penalties up to $10,000 per day for late filing
