Creates a new felony offense for "doxing of a minor," defined as intentionally, knowingly, or recklessly disclosing personal identifying information of a minor that directly or indirectly causes stalking, harassment, physical harm, serious property damage, or reasonable fear for physical safety

Protected personal information includes biometric data, home addresses, phone numbers, school information, social security numbers, financial records, medical records, and non-public photographs or videos

Penalties include a fine up to $5,000, imprisonment up to 5 years, or both

Allows minors to bring civil lawsuits for injunctive relief, actual damages, compensatory damages, punitive damages, plus attorney's fees and costs

Defines "close relations" broadly to include family members, household residents, and pets, extending protections when harm or threats target these individuals
