Establishes a special doe hunting season from January 2nd through January 31st, with "doe" defined as biologically female deer (excluding antlerless male deer or bucks)

Residents may purchase up to three special doe season tags at $5 per tag; nonresidents may purchase up to two tags at $15 per tag

Increases the number of individual antlerless deer tags issued to residents with a hunting license and big game permit from two to eight

Removes the provision allowing residents to purchase additional individual antlerless deer tags for $5 each

Requires the Department of Natural Resources to produce and distribute literature encouraging hunters to take antlerless deer with the slogan "Save Our Herd. Take a Doe."
