Creates a misdemeanor offense for willfully harassing or threatening workers restoring critical services during a state of emergency, punishable by up to 30 days imprisonment or up to $500 fine, or both

Establishes a misdemeanor for assaulting or endangering workers restoring critical services, or destroying, damaging, or tampering with electric utility systems during emergencies, with fines and imprisonment at the court's discretion

Defines "critical services" as electric and gas services, water and sewer services, road and highway repair, telephone or cell service, and satellite or internet service

Amends South Carolina Code Section 16-7-10, which governs illegal acts during a Governor-declared state of emergency
