Amends Section 16-7-10 to make harassing or threatening workers restoring critical services during a declared state of emergency a misdemeanor, punishable by up to 30 days imprisonment or up to $500 fine, or both

Makes assaulting or endangering workers restoring critical services, or destroying/damaging/tampering with electric utility systems during a state of emergency a felony with penalties at the court's discretion

Defines "critical services" as electric and gas services, water and sewer services, road and highway repair, telephone or cell service, and satellite or internet service

Committee amendment removed "other services necessary for home and commercial properties" from the critical services definition, narrowing the scope to the five specifically enumerated categories
