Establishes a Coordinating Council for Transportation and Mobility, chaired by the Secretary of Transportation, with members from various state agencies and local government representatives appointed by the Governor.

Authorizes SCDOT to enter into public-private partnership agreements and use alternative project delivery methods including phased design-build and construction manager/general contractor procedures for highway construction.

Expands SCDOT's authority to impose tolls on turnpike facilities and new bridges, with provisions for electronic toll collection and enforcement of toll violations through reciprocal agreements.

Increases alternative fuel vehicle fees and establishes a new user fee on electricity consumed at publicly accessible electric vehicle charging stations, with revenues credited to the State Highway Fund.

Allows SCDOT to impose impact fees on new developments to mitigate traffic congestion and provides procedures for transferring non-essential roads to the state highway system.
