State-supported college and university campus events would be exempt from local zoning ordinances, land use approvals, and related restrictions including special exceptions, variances, and site plan approvals

"Campus" is defined broadly to include all property owned, leased, or controlled by state institutions, including stadiums, arenas, athletic facilities, performance venues, parking areas, and grounds both inside and outside municipal boundaries

"Events" covered include concerts, performances, commencements, lectures, exhibitions, festivals, ceremonies, and athletic contests, whether hosted by the institution alone or with third-party partners, if approved by the institution's governing board

Counties and municipalities retain authority to enforce generally applicable building, fire, life safety, health, and traffic laws and regulations on campuses

Amends Section 53-1-20 of the South Carolina Code, which already exempts college campuses from Sunday public sports prohibitions
