Authorizes South Carolina technical colleges to offer an Applied Baccalaureate in Culinary Arts Management degree, subject to approval by the Board for Technical and Comprehensive Education and then the Commission on Higher Education

Adds the culinary arts management degree to the list of applied baccalaureate programs available through the State Technical and Comprehensive Education System, alongside the existing Advanced Manufacturing Technology degree

Prohibits the use of new state general fund appropriations for operating the culinary arts management degree program, requiring it to be funded through other sources

Maintains that technical colleges must continue their primary mission of technical, vocational, and occupational education focused on state economic development
