Creates a state lien on all "profits from crime" - any income or property obtained by convicted felons through their criminal activity, including media deals, book sales, or works that profit from the notoriety of their crime

Lien attaches at time of conviction and takes priority over all other past, present, and future liens; funds held in escrow with the Attorney General during any appeals

Distributes seized proceeds with 50% going first to statutory victims (or their spouse, parent, child, or dependents) for damages determined by the court

Remaining proceeds pay prosecution costs, court fees, and computed costs of imprisonment, with any remainder deposited in the South Carolina Crime Victims' Compensation Fund

Authorizes the Attorney General's Office to take legal action to perfect and enforce these liens against convicted persons or anyone who received transferred proceeds
