Sets water efficiency standards with maximum water use effectiveness of 2.0 liters/kWh for Tier 1-2 facilities and 1.5 liters/kWh for Tier 3 facilities, enforced by the Department of Environmental Services

Requires infrastructure adequacy assessments evaluating water supply, wastewater capacity, fiber connectivity, and road access, with presumptive approval for sites in existing industrial parks or brownfield locations

Mandates environmental buffer zones including one-half mile from wildlife refuges and one-quarter mile from endangered species critical habitat, with annual reporting requirements on water consumption and operational efficiency
