Amends Section 1-3-210 to restrict gubernatorial interim appointments to vacancies occurring between the second Thursday in May and the second Tuesday in January, requiring Senate confirmation by the following May or the office is vacated with no subsequent interim appointment allowed.

Transfers State Election Commission appointment authority from legislative election to gubernatorial appointment with Senate advice and consent, with members serving terms coterminous with the appointing Governor.

Establishes that cabinet department heads (Section 1-30-10(A)) serve coterminous terms with the appointing Governor and must be reappointed with Senate confirmation by sine die adjournment following a new Governor's election or vacate their office.

Removes Senate advice and consent requirements for approximately 30 boards and commissions, including the Commission on Human Affairs, Commission on Women, Board of Barber Examiners, Board of Cosmetology, Real Estate Commission, and various professional licensing boards.

Requires notice of gubernatorial appointments not requiring Senate confirmation to be delivered to the Senate clerk when submitted to the Secretary of State, and changes Wil Lou Gray Opportunity School trustees from General Assembly election to gubernatorial appointment with Senate consent.
