Exempts requirements specifically mandated by federal law from the prohibition on additional burdens

Does not apply to state grants, contracts, fraud investigations, or enforcement actions against charitable organizations

Supersedes any existing state statutes or regulations that conflict with these provisions

Takes effect upon approval by the Governor
