Proposes amending Section 20, Article I of the South Carolina Constitution to establish that the right to bear arms in defense of oneself is a fundamental right possessed by each individual citizen, subject to strict scrutiny for any restrictions.

Prohibits citizens from being compelled by any international treaty or international law to take actions that limit or interfere with their right to keep and bear arms, if such treaties or laws violate the United States Constitution.

Retains existing constitutional language regarding well-regulated militia, subordination of military power to civil authority, and quartering of soldiers.

Requires the proposed amendment to be submitted to qualified electors at the next general election for representatives for voter approval.
